As of 1 April 2025, the New Zealand government has introduced major reforms to the Active Investor Plus Visa, aimed at attracting high-quality investors through two new categories:
Growth Category
This is designed for those focused on innovation and long-term business engagement.
Minimum investment: NZD 5 million
Investment period: 3 years
Qualifying investments: Direct investment into New Zealand businesses or via approved managed funds
Residence requirement: At least 21 days of physical presence in New Zealand during the investment period
Balanced Category
This option allows for greater flexibility in investment instruments.
Minimum investment: NZD 10 million
Investment period: 5 years
Qualifying investments: A mix of options including bonds, listed equities, value-added property development (e.g. new housing, commercial or industrial projects), and philanthropic donations
Residence requirement: At least 105 days during the 5-year period
For investors contributing more than NZD 10 million, the stay requirement is reduced:NZD 11 million: 91 days
NZD 12 million: 77 days
NZD 13 million or more: 63 days
Other Key Changes
No English language requirement
Investment deadline: Within 6 months of approval (one 6-month extension allowed)
Flexibility to switch between categories during the process
